About Us

Our Mission
Allio Consulting’s mission is to strengthen and support the non-governmental sector by providing strategic and knowledge based skills and services to not for profit, foundation, and institutional clients.

Background
Allio Consulting was founded in 2002 by principal Lorene (Lori) Allio who has been involved with non-profit and foundation work for more than two decades. With offices based in the San Francisco Bay Area and both a domestic and international focus Allio Consulting welcomes projects across a range of foundation and non profit issue and service areas. Allio Consulting is a woman owned business dedicated to working with diverse organizations and communities. We bring to each of our projects a dynamic set of skills and range of experience that includes cultural and language skills. We also have a range of associates that can work with us to form effective teams to complement your project needs.

Research and Evaluation

The Jacobs Family Foundation /Jacobs Center for Neighborhood Innovation: Evaluation of resident ownership strategy for Market Creek Plaza.

The California Endowment, Evaluation Department: Evaluation design paper and Request for Qualifications for key strategic program focusing on California’s rural areas.

Organization for Security and Cooperation in Europe (OSCE) and United Nations Education, Science and Culture Organization (UNESCO): Research and report regarding migrant workers in Central Asian region.

The California Budget Project: State Proposition 63: Produced policy paper analyzing the potential impact of California State Ballot Proposition 63, the “Collection of Race, Ethnicity and Country of National Origin Data” on data in California.  The paper particularly highlighted Federal or other data mandates.

The Rockefeller Foundation and The California Endowment: Produced briefing/ analysis of federal and state workforce development policy and systems as applied to California.  Identified strategic opportunities for foundation officers.

Policy regimes & NGO networks related to migration, trafficking, & labor: Research related to migration, human trafficking, forced labor, and related policy regimes and NGO networks in Central Eastern Europe, The Balkans, the Sub-Mekong Delta, and US-Mexico Border regions.  Primary interviews with policy makers and NGO leaders in the regions.

San Francisco YMCA: Shih Yu Lang Central YMCA: Tenderloin Community Assessment – report assessed how a new facility could contribute to community well being and protect vulnerable populations in low income neighborhood in San Farncisco.

Alameda County Department on Aging and Alameda Food Bank (with Samuels and Associates):
Cash Out in California – focus groups, change maker interviews, and related report to assess the Cash Out Policy and the Food Stamp Program in Alameda and California.

Santa Clara County (with Samuels & Associates): Senior Nutrition Program Focus Groups and Report.  Conducted focus groups with elders in English and Spanish regarding Senior Nutrition Programs provided by the County of Santa Clara.

Strategic Facilitation

The Foundation for Sustainable Development: Creation of strategic plan focusing on building a more effective organization.  Strategic planning process incorporated graphic facilitation into planning sessions and products.

Facilitation and Technical Assistance Support to key organizational partners of the Agricultural Worker Health Initiative

About Lorene (Lori) Allio
Principal Dr. Lori Allio has worked with community based not for profits, non profit policy and research organizations, institutions and with major funders for more than two decades. This includes managing and restructuring a small bi-national sustainable community development organization in Veracruz, Mexico; acting as a Research and Policy Manager in a unique joint role with both the California Endowment and the Rockefeller Foundation; and working with the Carter Presidential Center in Atlanta where she served on the Editorial Board of Africa Demos, supported their African Governance Program and monitored the conflicts in El Salvador and Guatemala for President Carter as part of the Conflict Resolution program team.

In addition to having decades of hands on experience, Lori is a trained social scientist with expertise in systems change, civil society, economic transformation and other issue areas. Dr. Allio holds a B.A. in Economics and Political Science from U.C. Berkeley, an M.A. from the School of International Relations at the University of Southern California, and a Doctorate in Political Science from Emory University. Dr. Allio has conducted field work in Eastern Europe, Latin America and several regions of California.
